How can people be so uncaring?

My husband and I were walking past a cleaning crew when a small piece of metal fell from the scaffolding that they were using. It hit my husband in the head knocking him out. I yelled up but the worker either didn’t hear me or was ignoring me. I called an ambulance and we went to the hospital. My husband suffered a brain injury that still leaves him with side effects.
