Office Lights

As a manager of a relatively big department in a large office building there are certain complaints that I hear all the time and sometimes I feel like there is very little that I can do about it. One complaint is about the temperature in the office and the other is the strain of the lights on the eyes of the employees. When they are working all day at the computer they complain that the overhead lights can really tire them out. Is there anything that I can do about the lighting controls as I know that I can not change the heating system.
